TANZANIA: TEC Adopts New Structure Of NCA Projects Implementation
Tanzania Episcopal Conference (TEC) has revised the implementation of the Human Development Program (IHDP), whereby from now, funding for the projects funded by the Norwegian Charity Fund (NCA) will be implemented through dioceses unlike in the past when they were being implemented through Inter-Religious committee within local government.
This has been disclosed by the Chief Executive and Advisor of TEC Project, Rev. Fr Chrisantus Ndaga, during the opening of a two-day meeting held at TEC in Dar es Salaam-Tanzania, which brought together the project team from TEC, representatives of Norwegian Churches (NCA) at National level and the Dioceses Projects Coordinators who implement NCA projects.
Explaining the change, Fr. Ndaga said the aim of doing this is to make the most effective and efficient management of the projects; to enable its beneficiaries who are low-income communities; to give Dioceses Project Coordinator awareness and understanding on how NCA Projects are being implemented; and to provide a chance for Dioceses to get a detailed understanding of what is happening in their Dioceses through the project.
Additionally, Fr Ndaga has made it clear that these changes have come to meet the needs of the projects’ donor, who wants to implement the project using the structures of the Church to ensure that the goals are reaching the community at grassroots level.
“We as the Catholic Church are very fortunate to have a formal structure for the implementation of various activities at different levels starting from the Small Christians Communities (SCCS), Parish, Diocese and National level. The structures will facilitate the implementation of the project, achieve great success and make other NCA partners imitate our action model,” he said.
However, he has made an appeal to the participants at the meeting including Project Management from TEC, NCA Headquarters, Principal Accountants and Project Management Officers and the district coordinators to ensure that there is a high level of cooperation to create a better image of the Catholic Church contrary to that which may scandalize the whole Church.
“This structure of implementation requires honesty and responsibility in the proper use of money to sustain the good image of the Catholic Church. In implementing this, TEC has formulated a Memorandum of Understanding (MoU) with the respective dioceses as the funds will be deployed to through them; and after the implementation of activities, the diocese will be required to provide report to TEC,” Fr. Ndaga said.
