text-align: center;\">\n<a href=\"http:\/\/communications.amecea.org\/wp-content\/uploads\/2014\/12\/KenyaParliament.png\" imageanchor=\"1\" style=\"clear: left; float: left; margin-bottom: 1em; margin-right: 1em;\"><img decoding=\"async\" border=\"0\" src=\"http:\/\/communications.amecea.org\/wp-content\/uploads\/2014\/12\/KenyaParliament.png\" \/><\/a><\/div>\n<div style=\"text-align: justify;\">\nThe session<br \/>\nthat had been convened to vote on the Security Laws (Amendment) Bill 2014<br \/>\nintroduced in Parliament by the Executive turned chaotic when opposition MPs<br \/>\nstarted chanting in the plenary rendering the process impossible.<\/div>\n<div style=\"text-align: justify;\">\n&nbsp;<\/div>\n<div style=\"text-align: justify;\">\nThe MPs tore<br \/>\nup order papers on the amendments and littered the floor while chanting <i style=\"mso-bidi-font-style: normal;\">\u201cBado Mapambano\u201d<\/i> (the struggle continues) song, as<br \/>\ndeputy speaker Joyce Laboso tried in vain to direct the vote.&nbsp;<\/div>\n<div style=\"text-align: justify;\">\n&nbsp;<\/div>\n<div style=\"text-align: justify;\">\nThe TV<br \/>\ncameras in the parliament showed the disarray going on which resulted to some Honorable<br \/>\nmembers remaining with torn shirts and trousers because of the fracas.&nbsp;<\/div>\n<div style=\"text-align: justify;\">\n&nbsp;<\/div>\n<div style=\"text-align: justify;\">\nThe<br \/>\nopposition wanted to stop the debate on the Security Bill which they termed<br \/>\ndraconian and regressive to democracy; while the ruling party (Jubilee) said<br \/>\nthat the bill was special and genuine and thus, needed a discussion.<\/div>\n<div style=\"text-align: justify;\">\n&nbsp;<\/div>\n<div style=\"text-align: justify;\">\nEarlier one<br \/>\nof the Mps (Ababu Namwamba) from the opposition side, made allegations of<br \/>\nintimidation by the executive arm of the government, following the presence of<br \/>\nthe heavy security agents outside Parliament. &#8220;We must condemn in the<br \/>\nstrongest terms possible attempts by any authority outside this House to<br \/>\nintimidate or control the outcome of this debate,&#8221; he said.<\/div>\n<div style=\"text-align: justify;\">\n&nbsp;<\/div>\n<div style=\"text-align: justify;\">\nThe speaker of<br \/>\nthe Assembly Muturi implored the Sergeant-at-Arms to take note of the members<br \/>\nwho were \u2018misbehaving\u2019 so that appropriate action could be taken against them.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNormal\" style=\"line-height: normal;
