\nThe Uganda Episcopal Conference Justice and Peace department in
\npartnership with the Aid Agency of the Catholic Church in England and Wales (CAFOD)
\nare developing new interventions in capacity building program for the diocesan
\ncoordinators of Justice and Peace, which aims at ensuring efficiency of service
\ndelivery at the diocesan level.<\/div>\n
\n<\/div>\n
\nIn an interview with AMECEA
\nOnline News,<\/i> Dr. Emmanuel Aliba, head of Justice and Peace Department said that through the partnership with CAFOD the
\ndepartment is planning to empower the diocesan Justice and Peace Coordinators through training in areas of parliamentary liaison, peace building, election monitoring
\nprocess, public expenditure monitoring and tracking and many other. <\/div>\n
\n<\/div>\n
\nDr Aliba commended CAFOD for journeying with them as their
\ntraditional partner in all the activities for which they are grateful. \u201cSo far
\nCAFOD has seen us move from a very small department to now quite a big force in
\nthe country especially in the areas of oil and gas activities where we are now
\nconsidered as strategic partners by government, oil companies and communities,\u201d
\nsaid Dr. Aliba adding that the development was not achieved overnight but taken
\nquite some time and was very challenging.<\/div>\n
\n<\/div>\n
\nHe said, \u201cOur first intervention in the oil and gas governance was
\nto make a mini baseline survey among the gas and oil communities and we
\nproduced the document which we called the people\u2019s voice for social justice.\u201d <\/div>\n
\n<\/div>\n
\nDr Aliba explained that through the support from CAFOD, Justice
\nand Peace Department managed to lobby the local communities, the oil companies
\nand the government and successfully brought them together in a forum for
\ndiscussions, which yielded the formulation of oil and gas policy which has also
\nbeen translated into local languages. <\/div>\n
\n<\/div>\n
\nAnother successful venture, according to Dr Aliba, is the
\ndeepening of multi-party democracy in Uganda, a program which was carried out with
\nthe support of CAFOD. \u201cWe targeted the district local councilors and
\njournalists to deepen their understanding of multi-party dispensation. We had
\nrealized that people did not know what multi-party was and in order to work
\nbest, you must know the theoretical and the practical background of multi-party
\ndispensation,\u201d Dr. Aliba explained. <\/div>\n
