TANZANIA: USD 250,000 Required to Rehabilitate the Burnt Segerea Major Seminary
Approximately US 250,000 Dollars, which is 560,764,627,50 Tanzania Shillings (TZsh) in local currency is what is needed for Tanzania Episcopal Conference (TEC) to rebuild the priests’ residence at St. Kaloli Lwanga Major Seminary Segerea in Dar es Salaam, which was completely burnt out by fire accident of 16th January 2019.
The Tanzania Episcopal Conference (TEC) requested the architects Fr. Henry Rimisho AJ and Mr Daudi Masaka of Design World Architects (as Principle Architect) to visit the building and prepare a rehabilitation analysis report urgently so that the rehabilitation work can start immediately.
The architects’ report shows that a lot needs to be done from floor, walls, windows, doors, balustrades, services (electrical and plumbing), fitting and fixtures, roof structure and roof covering. It also indicates that while the floor and structure were not really damaged by the fire, it is inhabitable because of the debris resulting from the burnt objects and materials.
“Therefore, the entire floor requires serious cleaning and we propose to do a finishing with floor porcelain tiles on top of the existing terrazzo floor. Also, a porcelain floor skirting must be done,” it reads.
According to the same analysis, all wall from the floor need new plastering, skimming and painting. It was also noted that the wall plaster was very heavy and most of the racks are on plaster not on structural wall. Some walls must be demolished while some will only need to be repaired. However, approximately 30% of the walls will be demolished.
“All windows were completely destroyed. Therefore, the entire structure will require new windows as per window schedules to be issued by the architect. We propose aluminium framed glass windows in sliding operation, with mosquito gauze. Further we propose to maintain the existing window grills but they must be cleaned and repainted,” the report continues. All doors were completely destroyed. Therefore, the entire floor will require new doors as per door schedules to be issued by Architect. “We propose hardwood to be used for all doors.”
All electrical and plumbing installations were completely destroyed and therefore the entire floor requires new installation systems to be prepared by services Engineers. All wardrobes and shelves were completely destroyed and there is need to fix new ones. “We propose new hardwood to be used as per details to be issued by Architect.
The entire roof was completely destroyed. “We propose the roof structure to be treated timber and the roof covering to be 28GIT5 Aluminium galvanized roofing sheets. Ceiling to be gypsum boards as per layout to be issued by Architect,” said Arch Masaka, adding that
“All over roof elements like gutters, rain water down pipes will be included to Quantity Surveyor’s cost estimates report and services Engineer details and schedules.”
The general recommendation of the Principal Architect Mr Daudi Masaka and Fr. Henry Rimisho AJ is that all windows and doors for the ground floor be replaced by aluminium framed glass window and hardwood doors so that the two floors can look the same, and this will make the entire building retain a good appearance.
They propose that some existing features like stone pitching elevation patterns below window sills to be maintained so that it does not lose the original feature. “However, there is a need of introducing escape staircase. Therefore, we propose two new escape steel staircases at the end of each wing as per attached floor plan drawing. This will help to evacuate people and save their property during fire or any other accident occurring in the building.”
Following the rehabilitation report, there was technical meeting on 22nd January 2019 whereby TEC appointed a rehabilitation committee comprising of Fr. Augustino Rwebangira Fr. Tobias Ndabhatinya, Fr. Henry Rimisho, Fr. Jovitus Mwijage and Fr. Samweli Muchunguzi. At the meeting it was agreed that the architect’s technical report must include comments from the above-mentioned committee and must be accompanied by preliminary cost estimates for T.E.C. to make decision.
However, the preliminary rehabilitation cost estimate amounts to TZsh. 560,764,627.50 VAT exclusive. A detailed tender document including drawings, specifications and schedules is being prepared, which will form part of the contract between Client and Contractor.
