Padilla said that Pallium signifies his position as a good shepherd in the
metropolitan of Dodoma, which includes the dioceses of Kondoa and Singida.

The
Apostolic Nuncio said that initially, the celebration of Pallium was normally
done at the Vatican in a celebration led by the Holy Father. However, Pope
Francis changed the procedure and recommended that Pallium celebrations be
conducted locally in their respective Archdioceses led by the Apostolic Nuncio.
