that effects of lack of effective peoples’ participation in the past has been
evidence in its bitter fruits which included poverty, corruption, white
elephant projects, stranded programs, discrimination, marginalization,
exclusion, inequality, tension, conflicts, violence, abuse of office, impunity,
underdevelopment, prevalence of diseases, breakdown, lack of infrastructures and
deterioration of economy. “These have impacted negatively to the people,” he
said.

important to note that it took Kenya 20 years to get new constitution. The
Constitution of Kenya 2010 chapter 11 provides for devolved governance;

public affairs emanates from the preamble of the constitution which states, “The need for Nurturing and protecting the
wellbeing of individual, the family, communities and the nation.” These, he said, will ensure that Kenya
becomes peaceful, developed and achieve to its development goals. “The participation
of the people must be strategic for it to be effective,” he said.
